This series of engines are usually to be found on ride on lawnmowers but can also be found on industrial walk behind mowers, rotorvators and other equipment. They have side valve L-Head configuration with the spark plug near the centre of the cylinder head. There are electric start and pull start versions.
Blocks are available in 8, 9, 10, 11, 12, 13, 14, 15, 17, 18, 19, 20, 21, 23, 24, 25, 28, 29, 30, 31, 32, 35, 38, 40, 42, 44, 46, 47, 54 and 61 cubic inch assemblies. To use a Short Block Assembly, the ignition, carburetion and starter parts are transferred to the Short Block from the old engine. If additional new parts are required, they are supplied from stock at regular parts prices.

The starter won't turn the engine unless I cover the carb. Nothing seems to help. First off, the numbers you posted are not the engine model numbers.
